{"id":8398,"date":"2020-06-18T12:48:51","date_gmt":"2020-06-18T10:48:51","guid":{"rendered":"http:\/\/ceidiog.com\/pr\/?p=8398"},"modified":"2020-06-18T12:48:51","modified_gmt":"2020-06-18T10:48:51","slug":"cheapskate-awards-given-to-uncaring-councils-propping-up-league-of-shame","status":"publish","type":"post","link":"https:\/\/ceidiog.com\/pr\/news\/cheapskate-awards-given-to-uncaring-councils-propping-up-league-of-shame\/","title":{"rendered":"Cheapskate Awards given to \u201cuncaring\u201d councils propping up league of shame"},"content":{"rendered":"<p>A \u201cterrible ten\u201d local authorities are being presented with Cheapskate Awards for paying the lowest care home fees in Wales amid the coronavirus crisis.<\/p>\n<p>They\u2019re being awarded by Care Forum Wales who say the biggest difference between the highest and lowest weekly fee per person is more than \u00a312,000 a year\u00a0 \u2013 equivalent to nearly \u00a3500,000 in a care home with 40 residents over a 12 month period.<\/p>\n<p>The \u201cleague table of shame\u201d was revealed by the organisation which represents more than 450 social care providers in Wales and they are writing to all the members of the Senedd to point out the unfairness of the system.<\/p>\n<p>According to Care Forum Wales chair Mario Kreft MBE, the huge gulf between the top and the bottom payers was evidence of an unfair post code lottery which was threatening the well-being of the nation\u2019s most vulnerable people and the future of social care in Wales.<\/p>\n<p>The First Minister, Mark Drakeford MS, had admitted the sector was fragile even before the Covid-19 pandemic struck and Mr Kreft is concerned that many care homes across Wales will not survive.<\/p>\n<p>Care Forum Wales say the root of the problem is that for more than 20 years the social care sector has been managed and funded separately by the 22 local councils and the seven health boards in Wales which was a recipe for disaster.<\/p>\n<p>They are calling for an urgent national action plan to sort out the mess and ensure fair funding for social care across Wales.<\/p>\n<p>Currently bottom of the heap in terms of funding is Powys County Council who increased the weekly fee for a person in a residential EMI care home for older people with mental frailty by 2.2 per cent to \u00a3559.<\/p>\n<p>In contrast, providers in Cardiff &#8211; where fees were already higher &#8211; will receive \u00a3793.48 a week for providing exactly the same level of service, a four per cent increase that works out as \u00a312,192.96 more for every resident than in Powys over the course of a year.<\/p>\n<p>Even in Cardiff, says Mr Kreft, the fees do not cover the true cost of care and are on average \u00a3100 less than the amount paid by people receiving care privately.<\/p>\n<p>Five of the bottom 10 payers are the North Wales councils in Flintshire, Denbighshire, Anglesey, Wrexham and Gwynedd who are joined by Neath Port Talbot, Swansea, Carmarthenshire and Ceredigion.<\/p>\n<p>Just behind Cardiff at the top of the table are Torfaen Council followed by rising star Pembrokeshire who have increased their fees by a minimum of 12.8 per cent and up to 16.5 per cent this yar.<\/p>\n<p>The best-paying North Wales authority is Conwy who are the only North Wales council to pay above the Welsh\u00a0 average weekly fee.<\/p>\n<p>Newport negotiate separately with individual providers so it was not possible to include them in the table but they are in line with the generally higher rates paid in the South East of Wales.<\/p>\n<p>Mr Kreft said: \u201cThe aim of the Cheapskate Awards is to highlight the really serious problems created by a crazy fee structure here in Wales<\/p>\n<p>\u201cSome of these figures really amount to a kick in the teeth to dedicated people who have been showing tremendous courage as well as skill and kindness in the face of a frightening disease during this deadly global pandemic.<\/p>\n<p>\u201cAre vulnerable people in Cardiff really worth \u00a312,000\u00a0 a year more than equally fragile people in Powys? Let\u2019s face it, Powys are not the only offenders here, sadly their rates merely reflect the disdain shown to social care in many other part of Wales. If that\u2019s the case, our values as a nation are completely wrong.<\/p>\n<p>\u201cThis mess has come about because the market has been mis-managed by the 22 local authorities in Wales for more than two decades of devolution.<\/p>\n<p>\u201cAs the First Minister himself pointed out, the social care sector was in\u00a0 a fragile state well before the pandemic and what we are calling for is an urgent national action plan which can ensure fairness and equity in the system, and it\u2019s patently neither.<\/p>\n<p>\u201cWe need to build a sustainable care system that will truly be an effective scaffold for the NHS.<\/p>\n<p>\u201cWe have a similar postcode lottery in relation to the funding provided by health boards across Wales, so this is one almighty mess with essentially 29 varieties on a theme. It doesn\u2019t make any sense at all.<\/p>\n<p>\u201cThe system is completely dysfunctional and has resulted in the sector suffering years of chronic underfunding since it was introduced.<\/p>\n<p>\u201cWe were seeing care homes and nursing homes closing across Wales even before the Covid-19\u00a0 pandemic.<\/p>\n<p>\u201cIt is hard to see how many care providers can continue in business with fees at this level and they really represent an insult not just to the staff but also to the 20,000 care home residents across Wales.<\/p>\n<p>\u201cWe do welcome the commitment of authorities like Cardiff, Torfaen and Pembrokeshire for recognising the care, dedication and skill of care staff who have been in the front line of the battle against Covid-19.<\/p>\n<p>\u201cI am personally saddened that in 1996 the then Clwyd County Council was the best paying authority for care homes in the whole of Wales and now were are no better than also-rans.<\/p>\n<p>\u201cNot only do we underpin the NHS, the sector is a social and financial cornerstone for communities across Wales. It should be regarded as a treasured national asset and treated accordingly.<\/p>\n<p>\u201cSocial care is part of the foundation economy and, given the appropriate level of support, can help lead the economic recovery in Wales.<\/p>\n<p>\u201cWhat we need as a matter of urgency is a national action plan to sort out the total hotch podge of fees so what we can provide the care that our vulnerable people deserve.<\/p>\n<p>\u201cSocial care should not be seen as a cost to society but rather as an asset that represents all that is best in our nation, notably its wonderful
